Abstract

The presentation scrutinises how workplace-level employee representatives in four similar production sites in the German metal and chemical sectors deal with the growing use of non-standard contracts. To do so, the workplace bargaining processes are studied as embedded in the regulatory context. Findings illustrate the way works councils used the available (sectoral) resources in their regulatory interventions to protect workers on different employment contract types. Where sectoral resources were present (chemical sector), it was relatively easier for works councillors to achieve protective regulatory provisions than where such resources were lacking (metal sector). Overall, sectoral resources were of help in local bargaining, but they did not determine local actors’ actions and strategies. Works councillors’ diverse regulatory interventions across workplaces led to the observed variation in working conditions across contractual groups.
